Mrs Julie Hoo

Principal, Raffles Girls' School, Singapore

Julie Hoo took her first degree on a teaching scholarship from the Ministry of Education (MOE) in Singapore, and majored in Classics and English at Reading University, United Kingdom in 1988. She completed her Diploma in Education at the Institute of Education, Singapore in 1989. In 2000, she graduated with a Masters in Education in Human Development and Psychology from Harvard University, USA, again on a scholarship from the Ministry.

Julie has served in education in a variety of different positions, both in school and Ministry of Education settings. She was closely involved in education and curriculum for the gifted and talented, and served a stint in Raffles Girls' School as Head of Department of the Gifted Education Programme from 1996-1999. In that position, Julie led her team in crafting curriculum for girls in the top 1% of their cohort. Later, as Vice Principal of Temasek Junior College from 2002-2005, she was instrumental in designing the integrated programme of the Temasek Academy which admitted students from amongst the top 10% of the cohort into a through-train, enriched curriculum.

At the Ministry of Education, she was Senior Head responsible for formulating policies for tertiary education and universities from 2000-2002. From 2006-2007, Julie was appointed Assistant Director to pioneer a newly established Curriculum Policy and Pedagogy Unit which she set up to oversee Singapore's curriculum policies, seek out emerging technologies and spearhead quality programmes and teaching approaches that support engaged learning. CPPU was instrumental in translating the MOE's Teach Less, Learn More philosophy across the education system in Singapore.

In 2007, Julie was appointed Principal of Raffles Girls' School, the premier independent girls' school in Singapore which admits high ability girls from amongst the top 3% of Singapore's primary schools.

She is active in curriculum and pedagogy work; she serves on the Council of the Association for Supervision and Curriculum Development (Singapore), is a member of the Advisory Board of the New Media Horizon's 2009 Horizon Report K12 and National Director of the Future Problem Solving Programme (Singapore).

Mrs Sara De Souza

Principal, St Joseph Intitution Junior, Singapore

I started off as a GP / Literature in Outram Institute before moving on to MOE HQ. I was a media producer and have produced educational videos as well as worked on media-related projects. After my stint in HQ I was posted to CHIJ (Toa Payoh) as Vice Principal before being appointed as Principal of SJI Junior, formerly know as St. Michael's School. This is my 6th year as Principal of the school and I find that where there are opportunities for boys to learn through hands-on engagement as in Robotics, they are able to demonstrate their creative flair and understanding concepts eloquently.

I have had stints at a Junior College, 2 Secondary Schools, MOE and currently, am serving as Principal at a Primary School. During my 3 years of attachment at MOE, I was in the Planning Division and was involved in information analysis and drafting of concept papers for various policy matters. Some of the school innovations that I have been involved in are in ICT and Character Development.
